James Madison and The Impact of the Three-fifths Clause on Representation in U.S. House of Representatives, 1793 – Center for the Study of the American Constitution – UW–Madison

While we continue to see everyone revere our Funders, it's important to remember that James Madison crafted the three-fifths "compromise" which added to every white male vote three-fifths of every enslaved person.  That boosted greatly the strength of the slave states.  Together with the Electoral College (which created state by state rather than popular) voting  and the fugitive slave clause the nation was locked into slavery by a practically unamendable Constitution.  Only by military defeat of the seeding slave states did we escape that dilemma.
