James Fallows is sounding the alarm on the routinization of the filibuster - an anti-majoritarian tactic permitted by Senate rules - and embraced with historically unprecedented frequency by the Mitch McConnell-led Republican Senate minority; and the just-say-no approach of the Republican majority in the House.
