China's Supreme People's Court has issued a white paper on Judicial Reform of China of China's Courts
Consistent with the CP's rule by law initiatives it calls for strengthening lawyers positions as advocates.  But that does not restrain the governmental authorities who have stretched laws like those against fighting words to apply to postings on WeiBo or WeChat - Chinese social media sites.
